I'm curious where you found info on the Richards in Belmont Co. The only Richards born in England that I find in Belmont is the one I am researching who is found in the 1850 census:
1850 OH Belmont Co Pultney
James Richards 85 no occupation ENG
Nancy Richards 70 MD
James Duvall 16 laborer OH
Thomas Duvall 12 OH

Anyone know of this family? Was Nancy originally a Duvall or married to a Duvall first? Nancy is living with the Clem Littleton and his wife< Elizabeth Ann (Duvall) Littleton, in the 1860 census and James is most likely dead. Trying to figure out if Elizabeth was a daughter of James and Nancy or of an unknown Duvall and Nancy or if Elizabeth was married first to a Duvall. So many different possiblities. Looking for any help. Many of Clem and Elizabeth's children were deaf and it looks like the Thomas Duvall was also labeled mute.
